ENERGIZED WORK ?

This about racking a low voltage breaker that has a rating of 38cal in switchgear . Should someone rack this circuit breaker 38cal. off of a hot buss is this energized work ? Should this person have ppe on ? Is there a situation where he is allowed to rack a circuit breaker at the switchgear or is this something that should be attempted with remote racking ?

Technically it is not energized work if there are not exposed live parts and the worker is outside the LAB.

Should this person have ppe on ?
Yes, without a doubt, 40cal/cm2 suit.

Is there a situation where he is allowed to rack a circuit breaker at the switchgear or is this something that should be attempted with remote racking ?
As long as he is wearing the proper PPE and has been trained to "qualifed person" it is accepted, however remote racking is much safer and allows a means to rack the breaker back out should something bad happen so equipment damage can be minimized.
