Separation from conduit in trench

So we get the call to check the conduit in the trench,looks like 4"GRC and its got 48 in. of cover.
We then find out we have a contractor running a 10" storm drain over the top of it.
I cant find anything in the NEC about running other pipe, over the top of the electrical feeder.
This feeder is high voltage, running to a open vault transformer. I guess its 12kv from markings
on pole and enclosure.
My suggestion is pour some slurry over the conduit, (an inch or two) and then run the storm drain.
they cant run under the conduit because of the flow (pipe will have a low spot and not flow)
Any other suggestions from the Gallery?

Yes they were very carefull around the conduit. I thought some slurry would hold up better, than some backfill.
This stormdrain cant be elevated more than an inch or so or they will lose elevation.
So I thought the slurry would help protect it.
They will put some electrical ribbon above the area as they backfill.
