Service Panels/ Insulated wall space

Has anyone here been running into any instances where the AHJ has voiced concern for panels that are being installed on exterior walls? I have had two occasions in the last month where separate inspectors have said that they would prefer not having the panels located where they will be surrounded by insulation. Both jobs did not have a basement and in both cases the garage walls were being insulated. Is there any code either building or electrical that deals with this matter? This is single family residential construction. Thanks.

What would be the objection ? Ambient temperature ? Two inspectors have "voiced concern" OK did they provide a code section that you violated ? Did these two AHJ offer any explanation about their concern. Did they explain an acceptable method or location to correct your NON problem ?

Im not sure about the NEC, but the Canadian code states that the service panel or disconnect has to be "as close as possible" to the point where the service conductors enter the house. If the panel is not mounted on an outside wall, I dont see how this would pass

Installed on or in exterior wall with insulation? There is a big difference when it comes to the building envelope and thermal conduction from lack of both when displaced by panel inset into wall along with fire rating of wall in garage.
