Are the voltage rated gloves the only shock protection ppe ? coveralls and such are rated only for arc flash ? Just thinking a little to much. It is possible to touch or bump a energized part with a arm in certain situations and not have shock protection with ppe other then the voltage rated gloves ?

This is a real problem, as the high voltage rated gloves must be used with their matching leather protectors, but those protectors are not always rated in terms of arc flash protection.
Different possible solutions have been proposed in the Forum, but in some cases it appears that there is no combination of arc flash and voltage protection that will allow live work on some equipment, regardless of the justification for doing it.
 
What I'm trying to find out is do shirts ,coveralls with an arc value [ 4 or 8cal ] do they have any shock protection at all or just arc flash protection ? Thank you for your replys here.

They may have some shock protection value just as any clean dry cloth would. But since it is not controlled listed or rated for that purpose you cannot count on it for anything.
