installing conductors in a raceway

Can someone point me to the location in the NEC that says that insulated conductors must be installed in a raceway? Thanks.

there is no such requirement. NM contains insulated conductors and are not required to be in a raceway.

However, I think what you are really asking is if single conductors can be installed outside of a raceway. generally the answer is that they cannot. You have to use a wiring method found in chapter 3, and running individual conductors by themselves is not found there.

310.10 Uses Permitted. The conductors described in 310.104 shall be permitted for use in any of the wiring methods covered in Chapter 3 and as specified in their respective tables or as permitted elsewhere in this Code.

I think the o.p. is refering to cable above 600 V up to 2000 V rated non-shielded and not armored.
Art. 300.50 A(2) requires:
(2) Other Nonshielded Cables. Other nonshielded cables
not covered in 300.50(A)(1) shall be installed in rigid metal
conduit, intermediate metal conduit, or rigid nonmetallic
conduit encased in not less than 75 mm (3 in.) of concrete.:?
