The conduit would go "to" it but not through it.514.11 to or through dispensing equipment?
Also the comentary in the handbook (I know, I know) says that "the intent is that no energized conductors are in the dispencer vicinity during maintanence or alteration.

I read the commentary notes on this section more in the line of emphasizing the need to disconnect the neutral as well as the ungrounded conductors for dispensing circuits.
The comment addressing no energized circuits in the vicinity of the dispensing unit in relationship to disconnecting all energized conductors including the neutral of the circuits.
