Sealing Locknuts

250.97 recognizes a double locknut install as one of the acceptable means of bonding on over 250 volts to ground. How would the use of sealing locknuts affect this ?
(I understand this may have been addressed in '14, but I don't have that Code)

It should not have an effect on the continuity. If 250.12 is applied and only one sealing lock nut and one standard lock nut or another sealing are used the continuity would be between the cogs mating with the panel or box etc. and the threads.

The gasket should compress to a depth bellow the cogs.
