shelves/kitchen island recept : sleeved romex or 1/2 EMT to shallow box

Is a sleeve for romex usually adequate when getting romex up from under island to outlet.
That part is all shelves

I guess the "official" answer can be found in 334.15(B).
I have known of NM in cabinets to be accepted when sleeved by other means such as LFNC.

Yes have used LOTs of seal tight/Carflex in kitchen islands. If you are lucky get your part done before the counter top goes on. It is so much easier to work from the top side than it is to stick your head in side the cabinet. When you get older the eye sight is hard to focus. You are either too close to the work or too far away from the work.
