Usually for the mech equipments (pumps, pu, chillers) if there #working+#standby equipments, this combination would be fed by a single feeder up to the control unit, my question is regarding the small split AC unit, have you seen a control unit controling split units during the working & standby operation? or this could be applied by the thermostat?

yes all day long.
The LIebert AC8 is applicable to this and is integrateable into existing hvacs including Mitsu mini splits and the like.
Quest Controlls (ask for robert dempsey) has a RTU HVAC controller that will lead / lag all your primary and redundunt units and it has full SNMP interfacing to your customers switch along with dry contacts for remote monitoring.
Alpha Technologies also has various facility alarm monitoring gear as well what bring HVAC units on or off line.

there are appications where the BTU of required cooling is easilty calculated and then.... redundunt units are in what you refer to as "standby"

Typically, you want a lead / Lag controller to rotate these units on or off as required by thier equipped zone temperature sensor.

The total hvac the facility has will / should be what they need + an equal but spare sized ton unit = to the largest unit.

example,, site requires 120 tons of coolling for the "whole single room" and from your site survey you have determined that the units are all approx 20t ea, then you would add a sixth 20t unit to act as one of two ways.

1) it will act as a spare if the unit gets called on line by the lead lag controller during the event that one unit failed.
2) all six units rotate on and off but the end product is that the facility requires 120t cooling and the spare unit is treated as like any other hvac being rotated on / off depending on the local zone temp signals.

you have tons of opitons for small hvac's,, lead lag or simple zone temp controls.
