See 200.7(C) for the use of a white conductor in a multiwire cable assembly as an ungrounded conductor.
See 250.119, Exception for use of the greed conductor in a multiwire cable as anything other than an EGC. It is a very limited exception.

Just to confirm my understanding

White wire Based on 200.7 - it would be within code to have a 4 conductor cable (Black,White,Red, and Green) and Use the white and an ungrounded conductor, say Phase B, as long as it is indentified it on each end

Green 250.119 can not be anything but Equipment Grounding Conductor
