I'm in the process of installing outlets under the eaves of a home in Massachusetts for de-icing equipment, the home owner was asking me if it would be a code violation if I drilled holes where the outlets would be and just run the de-icing cord through the hole and install the outlets near the eaves in the attic, anyone have any code violation articles.

Art 400 would apply to the cord but not the heating cable. You would likely have to check cable instructions to get full confirmation on it, but am guessing it is not allowed by the instructions of most cables.

I always found providing power at the bootm of the downspout was a better location- easier access to j box
