Sizing Feeder for Resi Detached Shop

I've had discussions in the past with other electricians about the application of T310.15(B)(7) [2011]. Some have said that this table applies to detached shops as well as dwellings. Does anyone know where this interpretation comes from? I don't see the detached shop as a dwelling (unless, of course, it is a mother-in-law quarters type of thing). Perhaps it is defined elsewhere?

Obviously, this significantly affects the sizing of components of a given installation.
