Concrete tank

I am filling a concrete tank using a metal pipe containing water.
The pipe is not dipped inside the tank.

I have a query is there any chance of static electricity generation if i dont provide diped pipe?

As per my understanding as the tank itself is located on ground (means grounded) there will not be any static charge accumulation as it will get dessipitaed to earth.

in such case there is no need to provide dipped tube.

the chance of creating static electricity with water in a concrete tank is close to nil. they are just too conductive.

why would it matter if it did create static?
