OP, please clarify. Do you want to know if a drinking fountain requires GFCI protection or do you want to know if any and every receptacle located below a fountain requires GFCI protection?

That is only section that relates GFCI directly to a drinking fountain and is for the drinking fountain only - and has no voltage or current limitations attached.
If a nearby receptacle not associated in any way with the fountain is present then we have to go back to 210.8 to see if any other conditions would make GFCI necessary.
