I have a project and the plumber needs to run a roof rain water drain right through an electrical room. Not happy about it but am I correct in telling him it's OK as long as he provides a sleeve or drain underneath to keep any water from dripping on the panel board?

As long as it does not violate the 110.26 requirements, you are OK.

110.26(E)(1()(b) execption.

b) Foreign Systems. The area above the dedicated
space required by 110.26(E)(1)(a) shall be permitted to
contain foreign systems, provided protection is installed to
avoid damage to the electrical equipment from condensation,
leaks, or breaks in such foreign systems.

A good review of 110.26 is needed here!

I work keeping in mind 110.26(E) , which in the end is really the only physical space that I have control over and will comment to other trades that in-fact they are in my space.

I only own above my equipment, indoor I also own the same to roof unless theres a drop ceiling, thats the way I work.

When it comes into a conflict like you I have to review this ARTICLE.

You need a minimum of 6' clearance to be above the dedicated equipment space. Then a drip pan or other protective means has to be provided.
