680.21 (4) In the interior of a residence NM cable is permitted, now if I was coming out of a interior sub panel to supply pool, then that sub panel would have to be installed with an insulated ground contained in PVC or similar method. 680.25? I'm I understanding this correctly or over thinking it?

If you are feeding pool branch circuits from an existing sub-panel, there is an exception in 680.25(A)(1) that permits the feeder to that sub-panel to have an equipment grounding conductor in the cable assembly (with stipulations).

Taken literally this only allows the existing feeder to be in a cable assembly. It does not appear to include the feeder to a pool panel. IMO, that feeder from the existing sub panel cannot be in a cable assembly. ????

I agree thus my mention of "existing" and "branch circuits".
I was really not clear if the "pool subpanel" the OP mentioned is the original subpanel or an added one. I should have been more specific and appreciate your additional post.

Thanks, so to clarify a new sub panel for pool branch circuits would be required to be feed with insulated ground regardless of that panel being indoor residence.

Yes. Insulated ground in a conduit meting the requirement per 680.25
