cord above accessible ceiling

If cord is part of equipment (not an extension cord), will it be allowed to run above accessible ceiling (and plug into an outlet which is also located above ceiling)?

An allowance almost made it to NEC 2014, but was killed in the ROC
The below is the reasoning


S.L. STENE: The issue is not whether the short cord is a fire load or not. The
reason flexible cords are not permitted above the ceiling in a drop ceiling or
any other hidden application is that the cord must be installed so it is visible at
all times so any deterioration or other damage can be detected and is not
hidden out of sight. The proposal should still be rejected but the reasoning is
related to damage and deterioration.

2011 422.16 describes cords that are field installed -- 400.8 has a charging statement of ?unless specifically permitted in 400.7? (8) is specific to an appliance that has a cord connection attached from the factory --

There are numerous AHU in the US that will have a humidifier option, in which, the appliance comes from the factory with a cord & cap connection with a listing for the application to be installed as such -- Large Hotels come to mind.
400.7 Uses Permitted
(8) Appliances where the fastening means and mechanical connections are specifically designed to permit ready removal for maintenance and repair, and the appliance is intended or identified for flexible cord connection
