This is a design issue not covered by the NEC.
Local building codes may be applicable.

The only relevant code article is 110.26, since the only relevant issue is working clearance. What you describe is perfectly acceptable, from the NEC perspective. The owner may wish to put a cage around the equipment to prevent inadvertent or malicious operation. But as has already been said, that is a design issue, not a code issue.
