I thought there was somewhere in the NEC that said the inside of a conduit exposed to weather was a wet or damp location. The reason for my question is I was asked if NMB cable could be run inside an exterior EMT conduit to get to the attic. I think it is a code violation but cannot pin point where in the NEC the inside of the conduit is treated just like the outside. If using RT fittings with EMT satisfies the requirement for the outside of the conduit.....what about the inside?

300.9 Raceways in Wet Locations Abovegrade. Where
raceways are installed in wet locations abovegrade, the interior
of these raceways shall be considered to be a wet location.
Insulated conductors and cables installed in raceways in wet
locations abovegrade shall comply with 310.10(C).
