Load on Feed-Thru Conductors for Multiple Section Panelboards

Quick question here. On a multiple section panelboard, do each of the sets of conductors between the panelboards' lugs see the full load connected to all of the sections? Would there be any way to meter the sections separately by only monitoring the feed-thru conductors, or would you need to break out the branch circuits on each section?

If you measure the current in and the current passed through to the next section you will NOT get the branch current output from that section unless the phase angles are all equal. You cannot do a vector subtraction if all you know is the magnitude.

But he can install a kWH meter between sections (...but not for POCO billing) and subtract from main kWH meter.
