Receptacle placement above electric baseboard heat

I know that 210.52 requires receptacles every 12' and if there is an electric baseboard heater the receptacle has to be part of the heating unit,what is the code citation that does not allow receptacle above the heater

It is in the manufacturers instructions-- Look at the info note of 424.9

That said most units have pretty similar instructions. You also probably will not find units 12 feet or longer, so is usually not that difficult to comply with receptacle requirements by just making sure they are not above a heating unit.
