"Listed" 2014 PV code 690.4(B) and 690.10 stand alone harmony

Are all solar applications PV electrical energy systems? For example, is solar powered gate opener a PV systems? Are there any solar applications that do not fit the general scope of article 690?

Well, 'electrical energy system' isn't an NEC term...

Yes.

Are there any solar applications that do not fit the general scope of article 690?

Only those that would be entirely outside the scope of the NEC. (90.2) For example, a portable device is not under the scope of the NEC because it is not part of an 'installation.' In order to argue that a self-contained gate opener is not under the scope of the NEC, you'd probably have to argue that it's not 'electrical equipment', which is not likely to go over well.
 
"690.1 Scope.The provisions of this article apply to solar photovoltaic (PV) electrical energy systems, including the array circuit(s), inverter(s), and controller(s) for such systems. [See Figure 690.1(A) and Figure 690.1(B).]." Just so we are clear, NEC 2011 and 14 say electrical energy systems. Thanks for the education.

The gate might be a plug & play system in which the listing is per the complete gate system, Not covered In the NEC that way

It's true that if the system is a complete self-contained listed assembly then there are no particular NEC rules that need to be practically applied.

However, if it is not a listed unit, then it would be probably be a violation of the NEC to install it, since the NEC requires that installed PV equipment be listed. Seems to me that the OP is likely considering using non-listed equipment, hence his original question.

Ultimately, of course, it's up to the AHJ.
