NM in eve ok?

Is nm in eve ok... or does it have to be uf ?

and secondly, a whip from an interior receptacle goes to the outside for an exterior receptacle (surface or flush).. does that wire have to be uf or can it be nm..

(the eve isn't me...just a picture but nm)

IMO no. At the very least it is a damp location. As for the whip, some jurisdictions I've worked in require it to be UF, even for exterior coaches.

That would meet the definition of a damp location from Article 100 so you would need a wiring method that is permitted in damp or wet locations.

Wondering...
would that always be the case?

Would it make any difference to where the install is... lets say...Arizona?

Here's the Article 100 definition:

Location, Damp. Locations protected from weather and
not subject to saturation with water or other liquids but
subject to moderate degrees of moisture. Examples of such
locations include partially protected locations under cano-
pies, marquees, roofed open porches, and like locations,
and interior locations subject to moderate degrees of mois-
ture, such as some basements, some barns, and some cold-
storage warehouses.

locations include partially protected locations under canopies, marquees, roofed open porches, and like locations,

instead of like the second part... "some" basements, "some" barns etc.. to read..

under "some" canopies, "some" marquees... etc..
