How do you size the output conductors on an inverter where you don't utilize the full output amperage? Do you use the nameplate rating or do you base it on how many panels are connected?

It varies with code cycle, but generally you have to size the conductors and the OCPD based on the nominal power output rating of the inverter. (See 690.8 [2011]). There are other articles with cross references, including 240 and 705, but the answer to your specific question falls, IMHO in 690.

Use the nameplate max current rating of the inverter. The amount of PV powering it is irrelevant.
