Heat and AC receptacle

Is it permissible to run a three wire romex to feed two electric 220 volt heaters and then tap of the black circuit for an a/c receptacle and the red for a a/c receptacle? (Yes there would be a neutral with the circuit).

As read 210.4(C) Exception it is permissible as long as the phase conductors are opened simultaneously by the OCP device, and the OCP device is properly sized.

I would read 210.23(A)(2)

(2) Utilization Equipment Fastened in Place. The total
rating of utilization equipment fastened in place, other than
luminaires, shall not exceed 50 percent of the branchcircuit
ampere rating where lighting units, cord-and-plugconnected
utilization equipment not fastened in place, or
both, are also supplied.

Question may be is the AC units considered fastened in place?

Also would be allowed if the heaters are less than 50% or the circuit.
