2 Fans in one circuit

I have fans for fog system, demand load for each is 250-400 W , can connect each 2 fans in one circuit controlled by one circuit breaker or must connect each fan in a separate circuit controlled by one circuit breaker

I don't know of any general NEC requirement for individual circuit breakers for fans.

You might conceivably come up with good reasons to do so but I don't think those reasons will be found in the NEC.
