it appears to me to be a required opening between adjacent conductors on the same horizontal plane so one could climb between them.

I agree with petersonra. It is the distance between conductors so that a pole climber can safely get around or go thru conductors without contacting wires

So it has nothing to do with the vertical separation between two runs, such as a comm line and a power line. Right?
