Minimum panel ampacity

Lets say I wanted to feed a small 3 phase panel with a UPS that was only 60 amps? Do I need a main breaker or would the cord and plug connected 60 amp circuit feeding the UPS be adequate protection?
Another main is not out of the question for such a small feed, but is it necessary?

Is this a temporary installation? What is the rating of the circuit breaker feeding the UPS? If I understand correctly, you have a UPS plugged into the wall and you want to come out of the UPS and into a panel. If that is the case, I don't think the plug and cord is going to cut it.
