The answer to this question is not easy to find.

I have an answer, in passing, from an IAEI Article written by UL:
http://www.iaei.org/blogpost/890108/158915/Are-all-split-bolt-clamps-Listed-to-be-used-for-connecting-copper-grounding-electrode-conductors-to-steel-rebar-direct-buried-in-earth-and-if-so-how-can-these-clamps-be-identified

Typical split bolt connectors are not Listed for connection of a grounding electrode conductor to rebar, they are intended for connection of two conductors in an ordinary dry location inside an enclosure and are Listed under the category Wire Connectors, (ZMVV)

Split bolt connectors are covered by White Book ZMVV which is not very explicit.

Go to http://database.ul.com/cgi-bin/XYV/template/LISEXT/1FRAME/index.html?utm_source=ulcom&utm_medium=web&utm_campaign=databasehttp://
and enter ZMVV (Zee Em Vee Vee) into "UL Category Code"
then click on "SEARCH".
Click on any "ZMVV." under "Link to File",
and finally click on "See General Information"
