A megger test is a one shot and you need to have regular readings to compare it to. The best way is to do a dielectric absorbtion ratio test, DAR.
for it you apply test voltage for 1 to ten minutes and plot the readings. The DAR is what is done at the large hydro plants by the BPA. If you google for DAR you should find information.
Biddle has a document called "a manual of insulation testing for the practical man" it may be out there on the web.
