SPD's for Life Safety Panels

The 2014 NEC brought a change to 517 eliminating the concept that LS and Critical branches were Emergency and therefore subject to the rules of 700.

Article 700 has a new requirement that all emergency panelboards need to have an SPD. I know there is not a completel divorce from Article 700 for the Life Safety branch but what about in this instance? i.e. Do Life Safety panelboards in hospitals have to have an SPD?
 
Yes, the life safety branch has to comply the rules in Article 700.
517.26 Application of Other Articles The life safety branch of the essential electrical system shall meet the requirements of Article 700, except as amended by Article 517.

I don't see anything in 517 that says surge protection is not to be used on the life safety branch.
