Sorry if this sounds a bit daft, but why in the wide wide world of sports would an engineer call for a 3/0 ground on the 400a secondary side of a separately derived system with a feeder raceway of ~10 ft? Am I missing something?  Last the I checked a #3 is sufficient for a 400a panel.
