130V to Neutral on B Phase of High Leg Delta System

What might be the cause of not having 208V on B Phase. Meter reading said 130V without any load on panel. Phase A and C both measured right around 120V. Owner says it is a high leg Delta, but not confirmed with utility yet.

What is the voltage from A to B C to A B to C ?

Either a 120/208 service (poco has the voltage bumped up to 130 volts to compensate for something) or a 230Y/133 volt system which, is extremely rare. Either that you lost your high leg. Check everything under load.
 
Should have mentioned; that the phase to phase all measured 240V, and the 3 phase loads are operating just fine.
Sounds like hands-on measurement is warranted... with a verified accurate meter. It is virtually impossible for all phase-to-phase measurements to be 240, while two line-to-neutral are 120 and the third 130.
