Transformer-rated current... which is whatever the manufacturer says it is. Whether that is forced air or ambient is irrelevant. If the manufacturer provides a rating for both, that'd mean you could operate with the fans off. It'd be safer to use the ambient rating, but not required unless it is planned to operate without fans from the get-go.

IMO, 125% of AA & 100% OF FA would be OK for design drawings.
