Is there any way around installing a 150 KVA transformer without it being in a an electrical room?

There is no requirement for a "regular" 150kVA XFMR to be in an electrical room.

My understanding is that Exception 2 in 450.21 is normally applicable.

I thought 450.21(B) required it to be.
