It is the main ingredient in one form of clear or translucent colored finish for wood, yes. And I suppose it could be a dip or spray coating for other products.
AFAIK it is not found much as a solid product.
I believe that it is used primarily as a solvent based product while PVC is melted/extruded with only a plasticizer and not a solvent.
 
Sure it's not polyvinyl chloride?
If the customer is concerned about abrasion and not just chemical corrosion, I can see a specification for polyurethane coated conduit, as described here: http://www.engineerlive.com/content/23527. The application called out there is for flexible conduit though.
