I believe you will find the "accessibility" requirement introduced in the '14 NEC in 210.8, however, the water cooler requirement is in 422.52 and I think it is a best debatable that the accessibility requirement applies.

The addition of accessibility requirements was added in 2011. 210.8 is word for word the same in both 2011 and 2014 (except 2014 says A through D instead of A through C, but D, which is for diswashers, did not exist in 2011)accessibility requirement are in the 2014 nec and not in the 2011

So GFCI's required by 210.8 and GFCI's required by Art 422 need to be readily accessible, I agree with that. What about other GFCI's? Art 680 requires GFCI's in a few places, I failed to find any requirement for them to be readily accessible though. Art 590 also has some GFCI requirements but no mention of needing to be readily accessible. There is probably a few other places outside those mentioned areas that require GFCI as well.I'm calling foul here. Along with all the GFCI changes for the 2014 edition a new section, 422.5, was put in to require all gfci's in required by Art. 422 to be readily accessible.
This, plus the requirements in Art. 210 for other GFCIs, makes all GFCIs to be readily accessible.
