Portable cable in Cable Tray

I visited a Datacenter where currently they have SOO cable in a Cable Tray w/ cord cap recepts on the end feeding the Server Racks below.
The Systems Admin likes the method and would like more of the same.

Can I follow suite, except use a TC type cable to be code compliant?

I am not sure what they have is allowed and I am more doubtful that you can put cord caps on TC.
 
I seem to recall there some hard service cords (SO or its 'cousins') on the market that are also listed as Type TC...
