residential wall outlet spacing

Does the spacing requirement for wall outlets in single family residences always apply when the wall has several adjacent tall windows with the base of the window very close to the floor?

IMO, the windows do not break the wall line like a door or fireplace as they do not extend to the floor.

The allowance for floor receptacles no more than 18" off a wall to count as a required receptacle could easily address any problem of spacing.

A similar situation is when you have a multiple panel door (like a patio door) where one or more panels are fixed and do not open - those are treated like they are wall for the receptacle spacing requirements.

If there is no room on the wall for receptacles you may need to use floor receptacles - they must be within 18 inches (I believe) of the wall to be considered meeting the requirement for receptacles on that wall.
