To me, vulcanization refers to the process of heating natural rubber to harden it by promoting cross linkages between polymer chains. I believe the process is enhanced by the presence of free sulfur.
It would involve a controlled resistive heater.
To my mind, a chemical load, if such a thing exists, would be an electrolytic cell to produce aluminum from aluminum oxide. Or a battery charger, for that matter.
Volts are still volts and amps are still amps. Equipment specs should list kVA and/or kW.

Vulcanization (or vulcanisation) is a chemical process for converting natural rubber or related polymers into more durable materials via the addition of sulfur or other equivalent curatives or accelerators. These additives modify the polymer by forming cross-links (bridges) between individual polymer chains.
