I have question regarding what classification this room would be. Its in a Nursing Home and they fill patient Oxygen tanks in this 12' X 12' room. What classification would the room be. I want to install light above oxygen fill station. Please advise.

Oxygen itself is not flammable. But I was worried if spark was caused by electrical that there would be a problem with compressed oxygen present. What do you think? Thank you for your response.

Oxygen is classified as an oxidizer, not a fuel. But there are separate precautions for oxidizers in codes other than NEC.
In particular you never want to use oil on any gas handling equipment that will carry pressurized oxygen.

And in answer to your original question: flame or explosion requires three elements: fuel, oxidizer, and ignition source.
If there is material in the room that might burn when ignited by a spark, it will burn hotter and faster in a high oxygen atmosphere. But if there is no fuel the spark will be unchanged.
