Is it legal by code to run service conductors from out door pad mount transformer to indoor service rated fire pump controller or would I need to install a outside disconnect on wall before entrance.

According to 695.6, you can route them withing the building BUT they must be installed per 230,6 (1) or (2).
There is an exception so you need to check 695.6

PVC Conduit runs from POCO pad mount transformer underground to exterior wall and up wall with rigid and then through wall via a LB and then via emt to the service rated fire pump controller. Inside at a trough we paralleled the 3 phase to feed a service rated jockey pump controller. Is this this ok.

We have some fire pump gurus and hopefully one of them will provide an opinion, but as I see it that would be a violation of 695.6(A) and 230.6 unless the conduit within the building is encase in 2" of concrete or brick.
(When you stated you "paralleled the 3 phase" does that mean you tapped the conductors ?)

No GURU here but I will gladly chime in.

In terms of your route from the XFMR to the LB you are compliant. The issue is with the moment you are within the building. The NEC permits you to have this "Direct Connection" as stated in Section 695.4(A) but you have to be aware of Section 695.6(A)(1) in terms of your routing. Since you are not able to route your supply conductors entirely outside of the building, if you intend to route them through the building then it states that you are permitted to installed them in accordance with the provisions of Section 230.6 (1) or (2).

As for the TAP for the jockey pump, if that is ahead of the fire pump controller then that is typical. Just remember that jockey pumps are not covered in Article 695 as they are covered in Article 430.
