Phasing a tie breaker question

When phasing a tie breaker and you have 0 volts on A phase and 0 volts on B phase and 480 volts on C phase what is the right way to phase this .Do you roll the high side or the low side or both and what phases do you roll .Or do you roll phases on both low side or high side of each transformer.

I assume that you are referring to the voltage between corresponding conductors on either side of the tie?
What is the nominal voltage of the three phase supply? If it is a 480V delta, I do not see how you could be getting those measurements if both sides individually are correct.
My first step would be to confirm that both sides of the tie have correct line to line voltages.

What are you trying to do, do an in phase transfer? What are the sources? For what reason are you concerned or is this hypothetical?
