I have a 115/230 volt 1 phase motor and I would like to know if I can use the capped P2 lead for use in control and if the insulated lead will loose power during a thermal trip until cooled down and auto reset occurs?

Is this a new motor? Who is the manufacturer? Have you contacted the motor manufacturer if domestic?

Sounds like you are running the motor 230V and you want to use the extra thermal lead to tap off some power.

If that's true that is some out side the box ingenuity that could be made to work but is probably not worth the effort. You won't loose "power" during a thermal trip. Voltage will still be there but you won't have a complete circuit and you don't have a neutral at the motor.
 
Use the P2 lead or even the P3 lead if you want to drive a control relay to shut down your wire saw, but not to run the saw directly.

Otherwise maybe a current sensing relay to control the saw.
