6 disconnect Rule question

Good morning.....I have a 600A service that was installed and not per the original design according to the plans. There are 7 meters, (6) 100A and (1) 400 A. The service is only using 4 total and they said they will have the utility company block out the other ones not in use. This is for a small retail strip that probably would not have the need for more than the 4 meters. I guess they could later on use the other 3 if they divided it up, but would it be acceptable to have the remaining 3 blocked off with just the clear plastic cover? Or does this violate the 6 disconnect rule?

Not a violation until a seventh position is used. I am assuming there is a disconnect associated with each meter.

At the time a seventh occupant is added - hopefully there is inspections for that work and it gets caught then.

You can also get into debate of whether or not you have seven separate buildings if proper fire walls and doors exist between each occupant - but if you are in that debate each "building" still needs it's individual disconnect within or on that "building" and not at a common meter stack.
 
I agree with kwired and since it was existing and obviously allowed at one time the authority having jurisdiction should not give you trouble. If in the future someone went to connect the 7th one then it would his right to turn it down
