Why does NECA labor recessed panelboard higher than a surface? not including supports etc. is that actual recessed panel tougher/longer to install? Thanks

Well, surface mount panel requires only 4 fasteners to mount, A recessed panel, requires one to first make a cut, clear space if necessary, then apply the 4 fasteners. More Labor required = more cost. :) I was thinking of existing construction verses new.
 
Does 20' of strut to mount a 400a panelboard seem like a lot? There are scenarios where it's floor to clg. Strut, right?
 
Difficulty attaching a cabinet depends on what you are attaching it to, can vary either way in both flush and surface applications.

Routing raceways into a flush mounted cabinet can sometimes be more difficult then for a surface mounted cabinet. The larger the raceways the more true this usually becomes.
 
Flush may require framing on one side of the panel and surface is mounted to a surface. Which doesn't tell the whole story. Knowing the considerations for each by neca is where the answer may be found.
To change out a 200 amp flush mount panel that backs up to the meter can be 4 hrs. That's an average of based on all the ones I have done.
