Swimming pool/spa equipment

How would I find a inspector to just ask questions about what's up to code/whats not(retrofit old equipment.) Do I call the city or the county? Are inspectors available to lowly lic. contractors or do they only respond when there's a problem?
I don't want to sir up a hornets nest but I don't want to cause a safety issue for my weekly customers either, and getting sued would suck as well.
