I'm designing how to bring power to a series of heated panels on the intake of an AHU; it's a snowmelt system. Each panel has a screw in terminal with a whip to which I'm going to connect a fitting for converting to a flxible cord. The flexible cord will have a NEMA 5-20L twist lock plug on it and of course go to a nearby NEMA 5-20L receptacle in a weather proof enclosure.

My question is what should I specify for the cable. It will be completely exposed to the elements all winter long.

Reconfiguring or not following installation instructions of a listed unit will make it a non compliant installation. or Are you trying to design something for a NRTL to list? The NEC has a table on cords & applications for you to determine which is best.

good down to -40C/F (they are the same at that degree - I didn't know that). In any event it doesn't get THAT cold up here.
