I need to mount a circuit breaker in the horizontal position. Where in the NEC does it state if the toggle needs to be to the left or to the right when the breaker is in the open or off position.

Here is the article

240.33 Vertical Position. Enclosures for overcurrent devices
shall be mounted in a vertical position unless that is
shown to be impracticable. Circuit breaker enclosures shall be
permitted to be installed horizontally where the circuit breaker
is installed in accordance with 240.81. Listed busway plug-in
units shall be permitted to be mounted in orientations corresponding
to the busway mounting position.

Up needs to be the on-position, down needs to be the off position.

If there is no up or down to the mounting orientation and positions of the switch or breaker, you can orient it in either way as needed.

It does not state one way or the other for horizontal.

However if the panel is mounted horizontally then the breakers are mounted vertically. Now there is an issue with the breakers on one side as the "ON" position is down
