In 422.12 it states central heating equipment shall be supplied by individual branch circuit. It also says other than fixed heating equipment. So are they talking about furnaces gas or electric being central heating? What is fixed heating equipment then? Is it cadet heaters and whatnot?

I have always understood 422.12 to refer to Gas Fired or Oil Furnaces.
Fixed Electric Heating would include baseboard, Duct heaters, Heating Cables (under tile) among others, as opposed to cord and plug
"portable" heaters used on General Branch Circuits.

A baseboard heater is not a central heating unit. We are looking at central heating systems such as electric, gas, oil etc type furnaces.
422.12 says "Central heating equipment other than fixed electric space-heating equipment shall be supplied by an individual branch circuit."
Yes, they are talking about ANY fixed, central-heating equipment (i.e., oil, gas, wood, geothermal) needing individual branch circuits, except for electric heating.
Separate requirements for "fixed electric space-heating" are in Article 424, which refers to "heating cable, unit heaters, boilers, central systems, or other approved fixed electric space-heating equipment." You could, in theory, have "two or more outlets for fixed electric space-heating equipment" on the same branch. 424.3.
